Superior Community Life
In order for Grande Cache to be a vibrant successful community, we must strive to be an attractive, livable town with a strong social fabric that provides a quality of life that encourages industry and business to invest and allows the local workforce to make Grande Cache their home. Grande Cache must strive to provide a wide range of activities and amenities, which will draw new residents and visitors. In order to enjoy this quality of life we aspire to achieve we must ensure there are a number of core components operating at full capacity.
The community strives to welcome newcomers by provided information on services and support upon their arrival in order to foster community connectiveness and feelings of inclusion. All residents should be aware of all community services, organizations and the opportunity to fully access these services without fear or discrimination.
Residential housing remains at the forefront, as we need to ensure that the need for housing is balanced against the desire to develop an ever-increasing area of our pristine wilderness. All new developments should be designed for livability, with community gardens, playgrounds, urban trails, parks/greenspaces, and an allocation of affordable housing. Neighbourhoods should be designed as pedestrian friendly first and foremost, with motorized vehicles a secondary concern, with easy access to commercial and recreational services. Urban trails should be developed to connect neighbourhoods and provide opportunities for non-motorized recreation and leisure, as well as to encourage personal interaction.
Future developments, including the pending development of the expansion of Phase 4, should be planned in this context and far greater attention will be placed on designing neighbourhoods and developments that do not create unwanted sprawl, but provide residents affordable, functional developments that meet the need of the community in a holistic manner. Recommendations outlined in the Community Needs Assessment and the Housing Impact Study will be carefully correlated with new developments.
In addition, all new development should incorporate leading edge green technologies to create efficient structures that reduce the footprint on our pristine wilderness. A green standard will be developed and incorporated into the building by-law to ensure that all future developments meet a green standard.
Infrastructure required to support development (roads, water, energy etc.) must demonstrate best practices in sustainable design and technologies, mimicking natural systems to protect environmental integrity where possible. Innovative policies will be designed to ensure that our recreation, cultural and leisure opportunities keep pace with road and other infrastructure development. For example, with every new road constructed, two new trails should be developed and at least one new park or greenspace.
Water supply should be protected and as new technologies emerge systems installed to phase out the dependence on chemical based treatment. Wastewater effluent should be fresh water standard and free of chemicals (i.e. chlorine) when released back into the eco-system. Treatment will be conducted in the most efficient manner built on the concept of conservation rather than consumption.
Public safety and security along with the peaceful enjoyment of activities and places are primary objectives. In our neighbourhoods, individuals and families support and know each other, maintaining a sense of security and well-being. Bed and breakfast and other home-based businesses are to be limited and guided by clearly written by-laws or policies.
In addition to premier outdoor recreational opportunities, the Town strives to provide world-class indoor recreational opportunities in a multi-use facility that is designed to meet the physical, social, and mental well-being of residents. A new facility would house social agencies and services including a youth drop in centre, recreational facilities, aquatic centre, fine arts and cultural facilities, theater, town offices, community hall and community kitchen facilities.
